Carl Rowe, CLARITY’s founder and Senior Consultant, has served in professional positions for 40 years as a top executive and consultant in both the private and the public sectors. With certifications in Management Consulting and Public Housing Management, he is an authority on strategic business and succession planning, facilitating meetings and team building, assessing leadership and organizational effectiveness, and working with troubled organizations. Rowe has qualified as an expert witness and testified in Civil Court on proper business planning and practices.

As a Certified Management Consultant Rowe’s activities revolve around his clients, which represent a wide variety of endeavors. He has conducted teambuilding, strategic planning, and Executive Coaching for manufacturing companies, assisted public agencies and non-profits with trouble shooting and planning, counseled family-owned companies on succession planning, and provided training in leadership and communication to technology and construction firms.

Rowe also served as a chief executive for several public agencies. In 1990, he took a 4-year hiatus from private consulting to direct a successful turnaround of the Las Vegas Housing Authority, which had become embroiled in public controversy and scandal. In 1998 Rowe served an 8-month term as Interim Executive Director of the Las Vegas-Clark County Library District, to help the District resolve some serious internal problems and recruit a permanent Executive Director. In 2005, he once more entered the public housing field, providing interim executive leadership of both the Clark County and the Las Vegas Housing Authorities and overseeing the creation of the Southern Nevada Regional Housing Authority. For his efforts Rowe was recognized by HUD with an award for public housing administration. Finally, in 2010 Rowe returned to his management consulting practice.

Rowe has worked as a volunteer for several charitable and civic organizations. He serves as a Board Member of Opportunity Village ARC, a local non-profit dedicated to serving people with intellectual disabilities; was a member of a committee dealing with financial self-sufficiency for the local United Way; and most recently has served in the School District’s Reclaim Your Future Mentoring Project. He was the 2005 President of the Las Vegas Chamber of Commerce Business Council, the 2007 President of the Chamber Prospectors Board, and is a 1993 graduate of the Leadership Las Vegas Program. His professional affiliations include the Institute of Management Consultants, the Association for Strategic Planning, the Turnaround Management Association and the National Association of Housing and Redevelopment Officials.

Among Rowe’s honors are having been named in several Who’s Who publications (America, Finance and Industry, the West, and the World); Distinguished Men in Southern Nevada; the Las Vegas Business Press Top Fifty over Fifty; and Who’s Who in Southern Nevada Business. He also is a past recipient of the Las Vegas Chamber’s Circle of Excellence Award.

Rowe earned a Bachelor’s Degree, cum laude, in Government and Politics from George Mason University and a Master’s Degree in Urban Affairs from Virginia Polytechnic Institute and State University. He has completed extensive post-graduate work in Management and Organization Development.

Rowe and his wife, Dale, a training and development professional, have lived in Las Vegas since 1988.
